Question 1 [15 marks]

Your local municipality is considering the construction of a small to medium-sized earthfill dam
to augment water supply for domestic use and emerging irrigation schemes. You have been
appointed as an engineering technologist to conduct a preliminary feasibility study.


(a) Briefly explain the primary and secondary purposes of the proposed dam in the
South African context

Primary Purpose

The primary purpose of the proposed earthfill dam is water supply augmentation for do-
mestic use. In the South African context, this means providing a reliable, impounded surface
water source to supplement municipal water supply systems, particularly in semi-arid or water-
stressed areas where groundwater is insufficient or unreliable (Van der Merwe et al., 2020).

Specifically, the primary purposes include:

• Domestic water supply: The dam will store surface runoff collected during rainy seasons
to provide a continuous water source for household consumption. In many South African
municipalities, seasonal rivers and streams provide the only meaningful runoff, making stor-
age dams essential infrastructure.

• Water security: By creating a multi-year storage reserve, the dam allows the municipal-
ity to bridge periods of drought or low river flow, which are increasingly frequent in South
Africa’s variable climate (DWAF, 2013).


Secondary Purposes

Beyond the primary water supply function, the proposed dam serves several secondary pur-
poses that increase the overall value of the infrastructure investment:

• Irrigation for emerging farmers: The stored water can be released in a controlled man-
ner to support emerging irrigation schemes in the surrounding area, contributing to agricul-
tural development and food security in line with national development objectives.

• Flood attenuation: An earthfill dam with an appropriate freeboard and spillway design
attenuates downstream flood peaks by retaining excess runoff during storm events, reducing
