ECS2606
Assignment 2 Semester 1 2026
Unique number:
Due Date: 9 April 2026
QUESTION 1

I would argue against the idea of having the same emission standards for all countries.
While the idea may seem fair at first, it does not take into account the real differences
between countries. Countries do not have the same levels of development, technology,
economic strength, or environmental conditions. Because of this, a single standard may be
too strict for some countries and too weak for others.

Developed countries usually have stronger economies and better technology. They can
afford to reduce emissions at a lower cost. Developing countries, on the other hand, still
depend on industries that produce higher levels of pollution. If strict standards are forced on
them, it may slow down economic growth and increase poverty. This makes uniform
standards unfair and unrealistic in practice. Environmental policy must consider the cost of
compliance and the ability of each country to meet the standards (Field and Field 2021).

QUESTION 1

I would argue against the idea of having the same emission standards for all
countries. While the idea may seem fair at first, it does not take into account the real
differences between countries. Countries do not have the same levels of
development, technology, economic strength, or environmental conditions. Because
of this, a single standard may be too strict for some countries and too weak for
others.

Developed countries usually have stronger economies and better technology. They
can afford to reduce emissions at a lower cost. Developing countries, on the other
hand, still depend on industries that produce higher levels of pollution. If strict
standards are forced on them, it may slow down economic growth and increase
poverty. This makes uniform standards unfair and unrealistic in practice.
Environmental policy must consider the cost of compliance and the ability of each
country to meet the standards (Field and Field 2021).

Another important issue is that emission standards do not always lead to the same
environmental outcomes. The link between emissions and environmental quality
depends on natural factors such as weather patterns, water flow, and geography.
These factors differ from one country to another. This means that even if countries
follow the same emission limits, the actual impact on air or water quality will not be
the same everywhere (Field and Field 2021).

Human behaviour also plays a role. For example, even if emission standards for cars
are the same, countries with more vehicles or longer travel distances will still
produce more pollution. This shows that controlling emissions alone does not
guarantee better environmental quality.

Instead of using the same standards for all countries, it is better to allow flexibility.
Each country should set emission standards based on its own conditions, while still
working towards global environmental goals. This approach is more practical and
fair, and it allows countries to balance environmental protection with economic
development.
