1.1 Government 5.0
Government 5.0 refers to a citizen-centred digital governance model that uses

1.2 Sustainable Development Goals (SDGs)
The Sustainable Development Goals are seventeen global goals adopted by the
United Nations to address poverty, inequality, and environmental sustainability while
promoting inclusive economic growth and improved living conditions worldwide
(Rothe, 2022).
1.3 ICT for Development (ICT4D)
ICT for Development refers to the use of information and communication
technologies such as mobile devices, internet platforms, and digital systems to
support social and economic development in communities (Vyas-Doorgapersad,
2022).
2. Government 5.0 and Digital Public Service Delivery
Government 5.0 improves public services by using digital technologies to make
government systems more efficient, transparent, and accessible to citizens. Digital
