eventually translated into the JPG.

Major Issue Analysis - ANS-A combined OSD/Joint Staff examination of major
progrommatic issues and performance metrics for measuring success in achieving the
programmatic goals. Decisions on the issues will be made by SECDEF in the spring of
the even numbered years prior to issuance of the Joint Programming Guidance.

Joint Programming Guidance - ANS-Will contain fiscally constrained programmatic
guidance for use by the Military Departments and Defense Agencie in developing the
Program Objective Memorandum (POM) and Budget Estimates. It will contain specific
guidance on particular issues of major importance. It will also provide performance
measures to be used in evaluating execution of the programmatic guidance.


Defense Acquisition Board (DAB) - ANS-The DoD's senior-level forum for advising the
USD(AT&L) on critical decisions regarding Major Defense Acquisition Programs (ACAT
ID programs). It is composed of the Department's senior acquisition officials. The
Undersecretary for Acquisition, Technology and Logistics (USD(AT&L)) is the chairman
and the VCJCS is the Vice Chairman.

The DAB and Joint Requirements Oversight Council (JROC) help: - ANS-Link the
acquisition process to planning, programming, and budgeting.

Joint Requirements Oversight Council (JROC) - ANS-Reviews and identifies all needs
that cannot be met by current capabilities. Validates an identified mission need, assigns
a joint potential designator for meeting the need, and forwards and Initial Capabilities
Document (ICD) with JROC recommendations to the USD(AT&L). The Chairman is the
Vice Chairman of the Joint Chiefs of Staff.
