Jurisdiction. The the African Court has jurisdiction to deal with all cases and all disputes submitted to it concerning interpretation and application of the Charter, the Protocol and any other relevant human rights instrument ratified by the State concerned; it also has the function to render an advisory opinion on any legal matter relating to the Charter or any other relevant human rights instruments, provided that the subject of the opinion is not related to a matter being examined by the Commission; it serves to promote amicable settlement in cases pending before it in accordance with the provisions of the Charter as well as to interpret a judgment rendered by itself and also to review its own judgment in light of new evidence inconformity with Rule 67 of these Rules. Article 3 of the Protocol extends jurisdiction to “all cases and disputes submitted to it concerning the interpretation and application of the Charter”, the Protocol and other human rights instruments that states have ratified. In addition, Article 4 gives the Court jurisdiction to issue advisory opinions on “any legal matter relating to the Charter or other relevant human rights instruments, provided that the subject matter of the opinion is not related to a matter being examined by the Commission
