Legal definition of a newspaper
• Important to determine precisely what type of publication will be regarded as a
“newspaper” for purposes of any statutory provision requiring publication in a
“newspaper”.
• Legislature’s intention with the provision that advertisements should be placed
in a “newspaper”:
o to ensure that information be distributed as widely as possible amongst the
general public by means of the printed word so that in that way those members
of the public who could not be reached by means of the official mouthpiece
could also be informed.
• Quality of the publication should be of such a nature that it enjoys a wide
circulation.
(c) The meaning of the term “requester” as used in the Promotion of Access to
