PETITION UNDER ARTICLE 185(3) OF THE CONSTITUTION

REPORT ON BEHALF OF RESPONDENT NO.2 & 3
RESPECTFULLY SHEWETH
1. That the answering respondent No.2 carried out delimitation of constituencies
on the basis of provisional results of 6 th National Population Census 2017 in
accordance with Article 51 read with section 20 of the Elections Act 2017 and
rule 7 & 8 of the Election Rules, 2017 before the General Elections 2018.
2. That the answering respondent constituted Delimitation Committees in
accordance with rule 9 of the Election Rules, 2017 and also provided them
guidelines for carrying out delimitation (Annex-I)
3. That the delimitation committees carried out the delimitation in accordance
with chapter III of the Act and the Election Rules, 2017.
4. That the delimitation committees submitted draft proposal for delimitation
before the Commission.
5. That the Election Commission published the preliminary proposals of
delimitation of constituencies in the official gazette as well as uploaded on its
website and invited representations from the voters of the constituencies.
6. That the constituencies of all districtsincluding Jacobabad and Kashmore
district were delimited while fully observing the principles of delimitation laid
down in section 20(1) of the Elections Act 2017.
7. That the said principles of delimitation,inter alia, provide for having
regard to existing boundaries of administrative units and public
convenience while delimiting the constituencies which are taken
into consideration said principles on following grounds:
a. Safeguarding the right of general public of the district.
b. Each district has its own political culture as well as cognate factors
which if not observed during delimitation will be violated and
communities of interest will be deprived from their right of
representation.
