1.1. Introduction
The writer is going to discuss the importance of safety in the South African
maritime industry and the number of incidents that took place in the sea. Also
objectives of The South African Maritime Safety Authority (SAMSA are
outlined which may include ensuring safety of life and property at sea,
, Preventing and combating pollution of the marine environment by ships
and Promoting the Republic’s maritime interests. Finally the writer is going to
advise the Minister on adequately implementing the policies and regulations
guiding safety at sea.
1.2. The ship is subject to any safety regulations the state has laid down for
the construction and operation of ships.Registration under a flag that has
ratified and rigidly enforces the 1974 Safety of Life at Sea (SOLAS)
Convention means complying with these standards.Conversely, registration
under a flag state that has not ratified SOLAS, or does not have the means to
enforce it, allows shipowners to set their own standards on equipment and
maintenance.
Today, safety is a very important factor that affects all elements of maritime
industry. However, safety management and its implementation in the maritime
industry are more important than ever. International legislation and regulations
in shipping were rather scarce at the time of the Titanic tragedy. Present-day
maritime industry has a number of codes, conventions and guidelines that set
the boundaries of safety and efficiency in shipping. The development of
maritime industry has resulted in the great development of technology,
design, size, propulsion and safety of ships. Consequently, the development
of new technologies in the maritime industry has brought changes in the
education systems over the last few decades.
The aim of safety is to promote South Africa's maritime interests, and
development and position the country as an international Maritime Centre,
while ensuring maritime safety, health and environmental protection.
90% of food, fuel, raw materials and finished goods in the world are delivered
by sea. For this reason, the safety of seafarers is a very important issue in the
maritime industry.
The incident, one of three reported during the week of May 2020 involving
commercial vessels in distress along South Africa’s oceans, involves a
