International social security system
Why do we need international social security?
because traditionally within the European Union, social security is considered as
something very rational, something that is organized in the national level even within the
European union.
yet there are some circumstances that we are in need of international arrangements to
make sure that the national security systems respond.
Sometimes there are in need of international social security system in order to make sure
the national security system is fine.
How it started?
Simon Bolivar Venezuela and Colombia and the struggle to liberate yourself from Spain,
he was one of the key figures in that battle. One of his speeches/objectives was about social
security. He started the concept of social security.
1933 SS ACT in US social security act some action was needed to combat
unemployment and social security was one of the solutions after the WWII.
some say the origin of social security could be found in Germany, at the end of 1960’s
If you don’t know what social security is, how can you make treaties, conventions between
states in the international settings if you don’t have a clue what the concept is about what
you would like to regulate.
What is social security? (common definition)
A body of arrangements shaping solidarity with people facing (the threat of) a lack of
earnings or particular costs. international level it is more difficult.
people are in need of help and support because they face risk of life when you start to
inaugurate some of those risk of life like,
sickness (for example, invalidity, exposed to very harmful conditions) and maternity leave
(issue = there is a mental or physical issue, you are not able to work anymore, income is lost,
income should be replaced), poverty, old age (people are getting too old and they can work
anymore, risk =income should be supported or replaced), unemployment (labour market).
it’s about work incapacity, not being able to work, I lose my income and my income will
be replaced, income replacement schemes
contingencies health care cost compensation, family benefits having children
costs money, social assistance for handicap people countries deal with it in different
ways, housing,
social security schemes providing free access to water, electricity, gas, heating
national systems have different definition of social security
Poverty
social security goal is to keep people out of poverty
poverty we need a minimum income to live a descent way, to pay our bills and have a
little bit of extra money it’s very efficient because countries try to define what descent
work is.
they will control for your income, check where you work, check if you have real estate, or
savings sick benefit, maternity benefit, pension, health care refund, unemployment
benefit help you stay out of poverty they will check if you really need it
