• Positive Impact: Technology, particularly AI, has the potential to enhance human rights by
democratizing access to knowledge, improving healthcare, and helping with the processing of large
amounts of data. For example, AI can be used to diagnose health conditions more accurately and early by
analyzing vast amounts of medical data.

• Negative Impact: On the flip side, technology can also infringe upon rights, especially when AI is
used in ways that might violate privacy or result in discriminatory practices. AI systems often rely on
personal data, and this extensive data collection can lead to the creation of highly detailed profiles that
may be used for purposes the individuals never consented to, like targeted advertising or even profiling
in the criminal justice system.

Key Concerns:

Privacy and Data Protection: As AI systems analyze large datasets, they can predict personal
behaviors, which raises concerns over privacy. Personal data is often used in ways that may compromise
individuals’ right to privacy.

Discrimination and Bias: AI systems can also perpetuate existing biases in society. For instance,
predictive policing algorithms, which use AI to forecast where crimes might occur or who might commit
them, have been shown to reinforce racial and ethnic stereotypes. This could lead to wrongful arrests or
unfair treatment in legal systems.

International and National Policy Responses:

• Regulation of Technology: To balance the positive and negative impacts, many international
organizations, such as the United Nations (UN) and the European Union (EU), have emphasized the need
for regulation. Technology should be used in a way that maximizes its benefits while minimizing its
risks. The use of AI and other technologies must be grounded in human rights principles, ensuring that
these technologies do not violate fundamental rights.

• Role of States and Private Companies: States have the primary responsibility to ensure that
human rights are respected. However, since technology is often developed and deployed by private
companies, these companies also have a responsibility to protect human rights in their business

to respect citizens’ rights, such as by imposing obligations on platforms to prevent harm.

these platforms to remove illegal content while respecting users’ right to free speech is an ongoing

the functioning of democratic societies because it enables individuals to express their views and access
information.

Core Elements of Freedom of Expression

Freedom of expression encompasses several key elements:

1. The Right to Express Opinions: People should be free to express their views without fear of
censorship, provided it doesn’t violate other fundamental rights.

2. The Right to Receive Information: This part of the right ensures that individuals can access
information to form their own opinions. Without access to information, it would be difficult for people

3. Enhanced Access to Information: Search engines and online news platforms enable users to
access vast amounts of information easily and quickly.
4. Restricting or moderating illegal and harmful content

For journalism, technology offers new ways to gather and analyze information. For example, journalists
can now use big data and analytics to investigate complex issues, such as spending patterns in political
institutions. This technological capacity has proven vital in investigative reporting and is a tool for
promoting transparency and accountability.

Furthermore, social media has provided new ways for people to engage with news and express their
views, marking a significant shift from traditional media channels like newspapers or television.

Negative Impact
However, with the rise of digital technologies, new challenges have emerged in relation to freedom of
expression, especially regarding harmful or illegal content. Some of the issues include:
