TECHNOLOGY:
Cyberpower defined - using cyberspace to create advantages and to influence events in
the real world.
Cyberspace - includes the internet, computer networks, information technology and all our
interconnected digital devices.
Many states now view cyberpower as a traditional domain of warfare and non-state actors
like terrorists and criminal groups aim to disrupt services in order to further their goals.
5 domains of traditional warfare:
- Land
- Naval
- Air
- Space
- Cyberspace
Cyber espionage has become a prominent aspect of cyber power amongst states
Cyberspace has therefore enabled botha power shits between states and power diffusion to
non-state actors (e.g such as terrorist groups)
Domain - an area in which people and states compete for control.
The distribution of power in global politics at any given time is an indicator of global
stability
TED - Talk Notes:
Bipolar World Order - two giants controlling (ex. USA and Soviet)
Unipolar World Order- sole power dominating global institutions and power (ex.USA after
collapse of Soviet Union)
Multi-Polar World Order - multipolarity is a distribution of power in which more than two
states have similar amounts of power (Will remain global multi polar order)
Techno-Polar World Order - one where technology companies wield unprecedented
influence on the global stage
Power Shifts since Cold War:
US dominance, rise of china, EU market
Notes:
Russia was not integrated into western unions
, USA integrates China so they could become “Americans”
USA and allies most powerful (can send any military to any corner of the world)
China growing only in Asia
Countries in Asia becoming MORE dependent on USA + (Europe and NATO)
Security order = Unipolar order
USA & China trade relations at a high
Other countries wanted access to China's market
EU largest common market
Countries won't let USA or China dominate each other
Techno companies providing tools to prevent Russia’s cyberattacks
Ukraine would have been offline within weeks without technology
Techno companies determine identities
Question algorithm not authority
Technology cold war (digital order split in two)
Digital global order (split with techno and normal)
GLOBAL POWER SHIFTS:
Key learning questions: Has power shifted in the world from West to the East
Key Terms:
Power shifts – power switches from one powerful nation to another. (over time)
Power diffusion – power is spread amongst a number of different actors in world
politics (not just states).
Hegemony – is when one country has more power than other countries in the
international system and dominates decision making on the global level.
Revisionist power – a state that is increasing in power and tries to challenge the status
quo.
Unipolar – one great power dominates the world (often called a hegemony).
Multipolar world system – power is distributed amongst many powerful states and no
one state has hegemony.
Bipolar world system – two great powers dominate the world.
