The document is a Policy Issue Analysis focusing on the housing crisis in the US state of Connecticut, particularly its impact on low and middle-income earners. Issue Overview (The Housing Crisis) Core Problem: A severe shortage of quality, affordable housing in Connecticut, driven by an imbalance between high demand and low supply. Causes of High Demand: Population surges due to high birth rates, increasing immigration, and increased life expectancy. Specifics of the Crisis: The problem manifests as exorbitant rent prices, making it difficult for lower-income groups to secure proper housing. The expiration of state housing protections in the post-COVID era is cited as a factor enabling homes and apartment owners to drastically increase costs. Impact and Related Social Concerns The shortage in housing facilities drives several interconnected social concerns in the state: Poverty: The high cost of housing leaves low-income families with insufficient disposable income, exacerbating poverty. Homelessness and Displacement: High rents lead to displacement, forcing people into substandard living conditions or homelessness. Increased Morbidities: The resulting stress, poor diet, and exposure to environmental risks (due to living in poverty and substandard housing) lead to increased mental and physical health morbidities. Government Response (Policy Gap) The analysis suggests that the government's efforts to address the crisis are insufficient. While some initiatives exist, the problem persists, indicating a failure to adequately balance housing supply and demand. The paper advocates for policies that promote affordable housing for low-income populations.

Policy Developed to Address A Social Problem or Issue

A. Introduction (2-3 sentences) of what you are going to discuss and why

The housing crisis is one evident social issue affecting lives of many, especially those in
the lower layers of the social-economic pyramids in the world. The problem cuts across the
globe, with countries even in the developed regions enduring established imbalances between
demand and supply of housing, amid population surges facilitated by relatively high crude
birth rates, increasing immigration rates and increased life expectancy. This study explores
the catastrophic issue of housing in the US, Connecticut in particular and its impacts on
quality of life to the affected populations.

B. Issue/problem overview

Shortage of quality housing is a modern-day problem that continues to plague persons
living in Connecticut. The specifics of the problem range from high rent prices, which makes
it hard for low and middle-income earners to acquire proper houses. Strains in availability of
housing facilities in Connecticut drives along various social concerns. According to Adelaiye
& Sale (2023), the expiration of state housing protections in the post-covid era have seen
homes and apartment owners increase the costs of housing by exorbitant rates, amid high
demands of housing. Due to lack of growth of housing facilities to correspond to the
increased demand, high land rate prices, high building/construction costs, among other
technicalities, Connecticut has seen increasing rates of monthly evictions, which have gone
above average, given the status quo that necessitates renters to spend large proportions of
household incomes on housing (Adelaiye & Sale, 2023). A study by Brone (2023) has shown
that an estimated 35% of Connecticut households endure heavy burdens drawing from high
housing costs, which is way above the national average, which stands at 32%.

Racial discrimination and other social inequalities in access to housing have also
contributed grossly to the housing crisis eminent in Connecticut. Despite the existent of the
Commission on Human Rights and Opportunities (CHRO), studies continue to yield evidence
of rampant racial profiling, with populations from racial minorities. The exclusionary zoning
laws which gained popularity few years ago have produced discriminatory impacts.
According to CHRO (2021) report, the impacts of zoning have included the intentional
raising of costs of building and purchasing housing units in particular areas, mostly in
developed suburban areas, with the goal of deterring the socioeconomically disadvantaged
communities from living in these areas. This form of segregation is not only discriminatory,
